New internal hard drive

I bought a 1T hard drive and replaced the standard 500Gb that was in there, I turned my ps4 on to the safe mode screen, scrolled down to #7 which is "Initialize PS4 ( Reinstall System Software)" I also have the update file on a new 16gb flash drive, but when I try to download the update from my USB I get a code (CE-30774-1) and it reads " Cannot find the update file"
I'm stumped, can you all help me??
