Hacked account and I am unable to make my PS4 the primary PS4

Here's my issue: A few weeks back, one of my friends on PS4 noticed that my account was logged in and in Overwatch, but I wasn't. I logged on a couple hours later and noticed somebody HAD been playing Overwatch as me, and additionally were playing Smite (which I don't even have) as me. They had added 2 strangers to my friends list (I had suspicions these were the user/s responsible) and there were some deleted msgs/notifications as well (in Danish I believe, so complete strangers to me).

I spoke with a LiveChat rep, reported the users, and he told me to make my PS4 my primary PS4 in settings on the console (for some reason it wasn't, even though it's my only PS4 that I've ever logged into), but I was unable to and got an error message while trying to do this on the console. He said I should do it through the website in account settings, but I got an error message saying my devices had already been de-activated on 6/7/16 so I can't. I didn't do that particular de-activation, by the way.

He then told me to fill out the PS4 reset "specialist" request form (https://scea.secure.force.com/ConsoleDeactivation/), and that I should hear in 24 hours whether someone at Sony can remotely reset my Playstation. I was then sent an automated list of instructions (same instructions I got from the LiveChat rep that don't work for me) for resetting, and nothing more. That was 2 weeks ago. Yesterday I noticed AGAIN my account was logged into to play Overwatch and Smite. So I got in touch with another LiveChat rep who essentially told me to fill out the form I had already filled out, but basically there was nothing that could be done until 5 months when I am able to de-activate again via PC. I filled out the form again, and once again received the same set of instructions that clearly don't work since I'm within the 6 month time frame. He informed me that any other LiveChat rep or someone on the phone would give me the same answer- that there was literally nothing to be done and they were sorry but to enjoy my day and is there anything else they could be unhelpful with?
@PlayStationHelp Twitter account gave me the same form link even though I explained I have already filled it out 2x to no avail, and just said to call the phone #.

I'm completely baffled and frankly pretty angry that there's "nothing to be done" when this is so clearly some kind of security issue that is beyond my control. I paid for my games, I pay for PlayStation Plus, and some stranger somehow (NO IDEA HOW!) gets to use my acct. They have not made purchases and I have instituted password re-entry upon purchase, and I changed my PW, but for some reason, unless this is ALL some kind of massive bug/glitch and I'm seeing false Notifications on my home screen and my friends are imagining things, the issue persists... 3 weeks later.

I will call Cust Service on the phone this week but I feel like I'm just caught in a massive no-help customer service loop where I get told the same 2 things and told to fill out the same form that doesn't work!

Does anyone have experience with this particular issue? It really freaks me out that my PS4 is not set as my primary PS4 and there's nothing I can do to change that.
