I'm not near an internet access point right now, and in order to get a game I had to literally walk with my PS4 to my other house where I have internet to download what I wanted. The game downloaded, but content had a lock Icon and advised me to activate as my primary console--it is my ONLY console, and I've activated it more times than I can count, and it told me that it failed to do that because another device is activated as my primary console (which it isn't). I restored the licences and the game worked, and I even played it for a while. When I moved my console back to my other house, offline, ALL of the digitally downloaded games, had lock icons restricting them from being played. Pretty much screaming at my PS4 right now, because I can't do a thing offline.
