Streaming in Offline mode

I've been in offline mode on my PS4 a lot.. I find when I'm broadcasting I'm not showing up in the list of broadcasts on the PS4. Can being in offline mode effect that? It doesn't seem like it would, but even with a new account for streaming I'm still not popping up.
