Network Age Restrictions (Overwatch)

I've been anxiously awaiting the arrival of Overwatch with my 12 and 9 year old sons for quite some time now.  We downloaded and played in the Open Beta a couple weeks ago and the boys spent their own money to buy the game because they loved it so much.  Today the game arrived and my 12 year old was able to log in and play without issue, but my 9 year old keeps getting denied access saying age restrictions are blocking him.

 

I have them both setup on Sub Accounts but as far as I can tell every option is set to be unrestricted and still he can't log in.  There isn't a single setting that is different between the two of them, but one can get in and the other can't.  I've played the game and I've determined it is appropriate for my 9 year old, why can't he access it from his account?

 

It is absolutely ridiculous that as his parent my options are to create a new master account for him and lie about his age (meaning he would lose his years of trophies and history) or tell him that he can't play the game that he spent his own money on because Sony decided it must not be appropriate for him.

 

How do I solve this?
