PS4 Network speeds incredibly slow

My PS4 has been working fine until very recently when it just seemed to drop off. I am still speedtesting 30mbps down on my PC, which is my expected speed. However, my PS4 has been testing around 200kbps download no matter what I do to try to solve it. I can no longer connect to online services for games like Destiny and Dark Souls 3. I've tried opening ports, setting up a DMZ for the PS4 on my router, using different DNS servers, and pretty much anything else I could think of but nothing is fixing it.
