PS Vita will not charge beyond critical battery levels

I just recently decided to dust off my PS Vita and play it again for the first time on months, but I'm encountering a very strange error.  

My vita will charge, however, it appears to stop charging at a certain point.  Whenever I leave my vita to charge, it will charge just enough so that I can power it on, but it will stop after that.  When I do turn my vita on, I see the battery in the upper corner at critical levels and the vita is most definitely not charging.  It will remain this way until the batter runs out, and I can charge it a tiny bit again.  I've tried searching quite a lot for this problem, but I don't see anyone experiencing anything similar to it.  Any advice is greatly appreciated.
