Who can help me?

I've been contacting customer support on live chat recently, and no one seems to help, I've gone through six cases, sending consoles back and fourth,  and three consoles that the service center supposedly reopaired ,my original console I sent for repair and a refurbished one, and also this other refurbished one that they sent me that's been causing problems overheating and such. I've been told by a bunch of support to make a case but that doesn't seem to help, I also asked to speak to higher up and they just send me to phone support to make another case, is there anything I can do to speak to someone higher up? I was telling a support is there anyway I can get a new console, and he said no that they only offer repaired one or a certified one. Then I linked him this topic, saying that they do offer new consoles https://www.playstation.com/en-us/support/warranties/ps4/ and he said that's not how they handle it, that's how the service center follows it. So can anyone help me?
