Cannot download update files or new games

I currently have 84.61gb of free space according the System storage managment tab.  However I am unable to download an update file for The Elder Scrolls online.  This has been happening over the last week.  In order to get anything to download, I've had to delete content from my PS4 hard drive.  I have tried to rebuild the database or whatever it is after restarting in safe mode, but that changed nothing.  There is no error code presented.  What I get is a notification saying the file(s) can't be downloaded.  When I click on them, the message reads "To download the content, you must delete unnecessary content from system storage".  If I have 84gb's free, why do I need to delete anything?  Please help!!
