Having some problems with the "Activate as your primary PS4" thing...

I'm trying to set my first PSN user as primary in the Settings - PSN/Usermodification - Activate as your primary PS4, but it always tells me "Can not activate this system as your primary PS4. You have already activated another system as your primary PS4 with your user. Deactivate the other system to activate this system. " So if that doesn't work, i can't play any of MY games on my second user that also is MINE I've been searching around on the web, and everyone with this issue says it's hard to fix. Someone says they have been hacked and that their users have been activated as primary on the hackers PS4 systems. Someone else says that your copyrights and restrictions and that stuff makes you guys in the Sony team only be available to remove the primary PS4 on PS4 systems once every 6th months... And i don't know any other systems that i could be logged in to as primary. I'm not from any English countries, so i'm sorry for words that have been miss spelled or something, but i hope you understand and is available to help :-)
