cannot rebuilding database

i try to rebuilt database on my ps4 but its say that i cannot do that..... i want to do that because i have some issues with gta 5. when i start the game it wont load the first time... i need to eject the disc and put it back in and i can play but it does that every time i start the game.... the disc is clean and its the only game that do that.
